The journey of forming an expenditure efficiency team within the Ministry of Foreign Affairs

In 2020 the journey began, where an internal team was formed to participate in budget preparation workshops and explore opportunities for enhancing expenditure efficiency. The team was reformed in 2021 by establishing a Spending Efficiency Committee to study expenditure efficiency opportunities and provide data, in early 2022, an independent organizational unit was established under the name "Expenditure Efficiency Office". This office played a pivotal role in activating all essential aspects to build expenditure efficiency culture, increase awareness and provide necessary support to the ministry's agencies and departments. This journey, up to this point, has resulted in enhancing change management by adopting multiple initiatives, including:

Saudi Water Authority, extended partnership in Enhancing desalination expenditure efficiency

In an extended partnership with Saudi Water Authority, the initiative of Increasing desalinated water production efficiency comes as a result of embracing technology transformation by applying best standards and practices that enhance operational efficiency and effectiveness, along with maintaining financial sustainability. This initiative has been implemented through several aspects including converting some water desalination production systems technology from Multi-Stage Flash (MSF) desalination to Reverse Osmosis (RO) technology, which enhanced production efficiency along with reducing fuel and electricity consumption. EXPRO has developed supply chain by activating strategic procurement practice and unified planning of purchase orders to enhance efficiency and performance, as well as concluding a series of framework agreements with suppliers to stabilize prices and reduce high production costs. In the production process some employees have been redeployed and transferred to groundwater and surface water desalination plants to maximize human capital utilization. These joint efforts have achieved several tangible results, including:

General Authority for the Affairs of the Grand Mosque and the Prophet’s Mosque (Alharamain): Innovative Efforts and Sustainable Technologies

As part of ongoing efforts to improve performance and enhance efficiency and quality, with the aim of accelerating the supply of spare parts needed for the cooling system, the General Authority for the Affairs of the Grand Mosque and the Prophet’s Mosques, in cooperation with the Government Expenditure and Project Efficiency Authority (EXPRO), launched an initiative to use 3D printing technology in manufacturing the mechanical seal and seal holder for the cooling system. This initiative has delivered high-quality spare parts in record time and stands as a leading example of leveraging modern technologies, especially in addressing challenges related to sourcing spare parts for older assets of the Grand Mosque, while also supporting the localization of this advanced industry. The 3D printing initiative has achieved tangible results, including faster spare part supply, enhanced efficiency, and sustained high levels of reliability in services provided to visitors of the Holy Mosque, while ensuring operational efficiency and product quality. The General Authority seeks to expand the scope of 3D printing applications to further enhance service quality for the visitors of Holy Mosque. In addition, the Authority continues, in cooperation with the success partners, to align government resources with national needs, contributing to spending efficiency and service quality for citizens and visitors.

The Role of the Public Health Authority “Weqaya” in Driving Healthcare Sector Transformation

The Expenditure Efficiency Team at the Public Health Authority "Weqaya," operating in partnership with the Ministry of Health, has established the National Newborn Screening Program to eliminate disabilities. Studies and research in the Kingdom have shown a higher rate of genetic disorders among newborns, with one affected infant per 1,000 births compared to one per 4,000 globally. The early detection of any disabilities or health problems aims to initiate appropriate treatment at an early stage. Data extracted from the screenings were analyzed, and 12 types of the most common genetic and metabolic diseases in the Kingdom were studied, such as metabolic disorders and endocrine diseases. A database was created to catalog all types of genetic disorders covered by the program. Therefore, “Weqaya” and the Ministry of Health, in partnership with EXPRO, worked to increase the coverage rate of early screening for newborns to reduce disabilities, in addition to monthly follow-up of the implementing entities. This led to the enhancement of children's health and the improvement of healthcare quality, as well as the improvement of the health monitoring and evaluation system, and the reduction of the psychological and social burden on the parents of affected children. It also improved efficiency and effectiveness in the use of health resources and financial planning. This improvement in efficiency and financial planning helped avoid the costs of treating cases detected late by 56%, enhancing the quality of spending in the health sector.
