What is the Spending Efficiency and Government Projects Authority?
EXPRO was established by the Council of Ministers' decision on February 23, 2021 (11 Rajab 1442 AH) under decision No. (389), which included merging the National Program to Support Project Management and Operation and Maintenance in Public Entities (Mashroat) with the Expenditure Efficiency Achievement Center, transforming the center into the Spending Efficiency and Government Projects Authority.
Introduction
Develop policies, strategies, plans, programs, standards, and guidelines relevant to EXPRO mandate, in coordination with the stakeholders.
Conduct a comprehensive study of government entities CapEx and OpEx practices, with a focus on their impact on planning and operations.
Review government-approved initiatives and programs to ensure their alignment with expenditure efficiency objectives.
Coordinate with government entities to form internal teams aimed at enhancing expenditure efficiency and improving projects quality, operational programs, and government initiatives.
Conduct a study on the impact of government spending on projects, programs, initiatives, and plans, as well as on public finances in the medium and long terms.
Establish standards and mechanisms for project planning and management in government entities, as well as for service contracts.
Formulate regulatory drafts relating to EXPRO mandate.
Develop key performance indicators and metrics relevant to EXPRO mandate.
