The Government Expenditure and Projects Efficiency Authority (EXPRO), in collaboration with the Ministry of Finance, the Digital Government Authority, the Local Content and Government Procurement Authority, and the National Center for Government Resources Systems, has signed the Unified Framework Agreement for Infrastructure and Data Licenses and Software for Government Entities. The agreement aims to enable government entities to efficiently meet their technology needs and benefit from competition among service providers.
The scope of the agreement covers the provision of infrastructure and data licenses and software, such as VMware by Broadcom through a number of private sector suppliers to government entities. The agreement enables contractors to offer their products through the Etimad e-market, allowing government entities to issue purchase orders for these products.
The announcement ceremony was attended by Dr. Abdulrahman Abdullah Albesher, CEO of the Government Expenditure and Projects Efficiency Authority; Mr. Abdulrahman Abdullah Al-Samari, CEO of the Local Content and Government Procurement Authority; Dr. Abdullah Mohammed Al-Faifi, Vice Governor of the investment and government excellence sector at the Digital Government Authority; Mr. Mohammed Abdulaziz Almousa, Vice president of the Strategy and Enterprise Excellence Sector at the National Center for Government Resource Systems; and Eng. Khalid Nasser Al-Saleh, Managing Director of Broadcom Saudi Arabia and the Gulf. The ceremony was held at the Digital Saudi Exhibition in conjunction with LEAP 2026.
The suppliers that signed the agreement include Tools and Solutions Company, Al Jeraisy Computer and Communication Services, Saudi Business Machines Ltd, Al-Nahil Computer Company, Jadara IT Solution Company, Moammar Information Systems Company, MDS for Computer Systems Company, Devoteam Saudi Arabia Limited, Master Works, Axelerated Solutions for Communications and Information Technology Company, Alqemam Technologies for Computers and Commercial Systems, and Atrak Trading Establishment.
In a separate development, the Unified Framework Agreement for the Supply of Information Technology Devices and Accessories to Government Entities was renewed. It covers a wide range of technology products and devices, contributing to the standardization of specifications, enhancement of product quality, and streamlining of procurement procedures.
The scope of the framework agreement focuses on supplying IT hardware products and accessories, with technical coverage based on the most widely used specifications and competitive prices offered by suppliers to government entities. The agreement covers laptops, all-in-one computers, workstations, virtual computers, desktop computers, interactive displays, projectors, device and display accessories, tablets, meeting-room equipment, and conferencing systems.
The Authority also signed an extension to its Memorandum of Understanding with Microsoft to provide a range of products and services to government entities.
These agreements contribute to enhancing the efficiency of government procurement, saving time and effort in purchasing processes, and leveraging the collective purchasing power of government entities, which support the standardization of specifications, improvement of product and service quality, and provision of competitive prices, which contribute to achieving best value for public funds.
The Government Expenditure and Projects Efficiency Authority (EXPRO) aims to contribute to expenditure efficiency across government entities and improve the quality of projects, assets and facilities, in addition to the planning of infrastructure, programs, initiatives, and operational processes funded by the Government's budget, as well as monitoring the implementation of programs and initiatives by government entities to achieve EXPRO’s objectives.
